Our goal is to test how cluster may help in achieving the provisions of 3 × 20% package. The case study of Baltic Eco-Energy Cluster is presented as a successful example of the biggest energy cluster in the country, which can be treated as a benchmark for other sector clusters that are willing to contribute positively to changes in Polish energy sector.
