Susza rolnicza – skutki dla gospodarstwa rolnego i możliwość ich finansowania przez ubezpieczenie

Monika Kaczała

Abstract

The purpose of the following article is to answer the question about the drought impact for a producer of crops and to what extent crop insurance helps financing the resulting losses on the Polish market. The findings of the analysis make it apparent that the available insurance solutions come down to insurance against loss of profit. As for the cereals, the insurance only covers losses which result from the quantitative loss of the main crop, and to some extent it can also cover the given crop price fluctuations at the time of the damage. The farmer has to cover the remaining drought impact by himself. Additionally, access to insurance is rather illusory, due to the high premium level on the drought-prone areas. Introductory analysis of drought index insurance and the research findings referring to its acceptance among farmers as well as the current legal environment of the new CAP show that introduction of a new index-based drought impact funding instrument should be seriously considered in order to fill a niche on the Polish market.
